Inviting applications for positions in the Policy Unit at the MoHUPA
Assistant Coordinator, Policy and Networks
Scope of Work: Will be responsible for the overall management of the work of other assistant coordinators in the unit. The person will contribute to the implementation of business lanes, budget, and policy dialogs, and will report to and liaise with MoHUPA and the World Bank.
Selection Criteria: A credible Masters degree; at least 10 years of experience in operations and management; and a multi-disciplinary analytical background and orientation to help identify key areas for research on urban poverty.
Data and Information Systems Specialist
Scope of Work: Assist in development of monitoring systems and in implementation of the Integrated Urban Poverty monitoring System and JNNURM Project Tracking and Monitoring System, undertake data analysis, and develop a database at the central level, along with a methodology for online data entry.
Selection Criteria: A Master's Degree in Economics, Statistics or IT; operational management skills and public sector experience with at least 7 years experience in monitoring and evaluating large projects and programs; and sophisticated information technology skills.
Land and Housing Specialist
Scope of Work: Lead the research on housing policies/programs with particular focus on Economically Weaker Section (EWS): review and formulate legislations and policy on urban land, housing rights, and housing finance for EWS and advise states and ULBs.
Selection Criteria: Masters Degree in field related to planning, land management, or urban development; proven track record in land and housing policies including delivery systems; and at least 10 years experience in designing and implementing institutional strategies.
Skills and Livelihoods Specialist
Scope of Work: Analyze existing policies/programs that impact livelihoods of target groups, and contribute other development of appropriate livelihood promotion strategies and action plants.
Selection Criteria: Masters Degree in economics, social work, business management or entrepreneurship development; excellent knowledge of quantitative and qualitative research methods; at lest 10 years experience in urban livelihoods program management including their design, implementation and monitoring.
Urban Poverty Management Specialist
Scope of Work: Plan, design, implement, monitor and evaluate urban poverty reduction programs/policies; provide program management support to states and cities for implementing programs; and develop models of community planning.
Selection Criteria: Masters Degree in management, urban planning, urban management, social work; atleast 10 years experience in urban poverty; and development, management and implementation of programs esp. those relating to urban poor.
