The ADB-India Resident Mission (INRM) was established to assist its Headquarters in the implementation of projects and programs, in project processing, country programming and economic and sector work. It also coordinates ADB's activities with other resident diplomatic and donor missions, NGOs, academic institutions, local think tanks, private sector and other members of the civil society.

Reporting Arrangement
The position reports to the Country Director through the Senior Financial Specialist.

Description of Responsibilities:
To provide support to sector groups at INRM in the performance of operational functions, and those related to planning work and project administration; contributes to the identification and development of public / private projects with Innovation and Efficiency Initiative (IEI) and Public-Private Partnership (PPP) financing components that merits ADB assistance; and day-to-day loan and technical assistance administration function; coordinate closely with the Structured Finance Officer.

Specific responsibilities include

1. screening project proposals on a preliminary basis submitted by promoters for ADB assistance under IEI/PPP initiatives, and referring qualified proposals to the Senior Financial Specialist for further consideration. Helping prepare and setting-up a screening mechanism; defining the minimum criteria and threshold for accepting / rejecting project proposals.

2. undertaking preliminary credit risk analysis and risk quantification and rating, financial projections and sensitivity analyses, and drafting preliminary term sheet for public/private sector projects structured under IEI/PPP modality preparatory to endorsing project for concept clearance and full blown evaluation and preparation of RRP. Helping develop and establish a credit rating system and credit standards for classifying credit risk of IEI/PPP projects relative to host country in consultation with local rating agencies and ADBHQ risk management group.

3. gathering credit data and information to support above analytical processes, conducting credit investigation regarding the processing of IEI/PPP projects proposed and their stakeholders, and participating and/or provides technical assistance to due diligence missions regarding the processing of IEI/PPP projects.

4. assisting in the review of subprojects for processing and for approval of commitments / disbursements to borrowers under loan project.

5. updating regularly project performance reports, technical assistance performance reports for delegated projects in the ADB information system, issue of loan milestone event date and data entry in the loan financial information system.

6. assisting in the preparation of various reports such as aide-memoire, back to office report, project completion report, and other correspondences.

7. analyzing financial statements and reviewing audit observations.

8. assisting the financial and private sector unit in sector work by keeping track of news and developments in the Indian financial and infrastructure sectors relating to legal, regulatory, financial and statistical information.

9. maintaining a detailed database of projects / subprojects / beneficiaries - statistical and quality profile.

Selection Criteria:
Specific criteria include

• suitability to undertake the responsibilities mentioned at required level.
• bachelor's degree in economics, commerce, financial management or related fields; master's degree of chartered accountancy preferred.
• minimum five years work experience in financial sector/capital markets with one of a combination of experience in private sector project / credit appraisal / rating, project monitoring and supervision, portfolio management balance sheet and cash flow analyses, risk management, and treasury operations.
• Proven ability to undertake background research and analysis, collect and organize required data and information, analyze the data using software and prepare notes, papers and sections of reports.
• Good computer skills with sound knowledge of commonly used application software such as MS Word and Excel.
• Excellent written and oral communication skills in English.
• Strong interpersonal skills suitable for multicultural environment.
• Familiarity with local languages and institutions.
